Get Legal Help with Pima County's Emergency Eviction Legal Services (EELS)

Are you facing an eviction? You may be entitled to Free legal help. The Office of Emergency Eviction Legal Services can help tenants in need of legal advice and representation in eviction cases.

Free legal counsel is available to qualifying tenants. Navigators are available to explain the process and connect tenants with other county and community resources, like rent assistance, help finding a job, and much more.

Who Is Eligible?

Navigation services are available to all tenants or landlords involved in eviction cases in Pima County. If you are a tenant and your income is at or below 80% of area median income, you also qualify for access to an attorney, for free. About Us

Pima County’s Emergency Eviction Legal Services program was created to ensure that justice is done in eviction cases and to keep as many worthy tenants as possible in their residences. The program's mission is to implement the Pima County Board of Supervisor’s March 16, 2021, directive to allocate federal COVID-19 relief funds toward providing eligible tenants with access to legal advice and representation in eviction proceedings.

Through the cooperation of the Pima County Justice Court, Pima County joins a small but growing number of jurisdictions providing free counsel to qualifying tenants in eviction cases.

The EELS program is part of the Pima County Department of Community & Workforce Development under the direction of Deputy Director Andrew Flagg.

How the Community Benefits

The are several benefits to having the Emergency Eviction Legal Services program:

  • More tenants are able to remain in their homes, not only sparing families from the trauma of an eviction but avoiding the significant downstream costs of lost housing to the community.
  • Landlords are made whole through rental assistance.
  • The program allows the County to connect tenants with additional resources that may avert future evictions. Those resources include job assistance, child-care scholarships, financial counseling and health services.
  • The program provides the County with critical information about who is facing evictions so that it can create more effective preventative programs.
