Increase of Sewer User Fees and Sewer Connection Fees - Effective July 22, 2005

On June 21, 2005, the Pima County Board of Supervisors authorized an 8% increase in the Sewer User Fee and the Service Fee (formerly called Administrative Service Charge), and a 10% increase in Connection Fees. (The Board first increased the base service fee from $2.71 to $5.30, and then increased the new $5.30 fee by 8% to $5.72.) These rate increases will increase the monthly sewer bill for the average residential sewer customer (for 10 ccf) by $3.91, raising it from $13.61/month to $17.52/month, and increase the connection fee for an average single family residence by $118.60, raising it from $2,587.68 to $2,846.40 (participating rate). In addition, the Board approved some revisions to the Connection and User Fee Ordinances. The Connection Fee Ordinance was revised to include the following changes:
- Allow potential credit when builders are required to do extra engineering for completion of a sewer project;
- Extend the life of approved sewer construction plans to two years;
- Make explicit the provision that sewer service commitments expire if required sewer improvements are not completed within the time limit of the agreement; and,
- Delegate authority to approve Bills of Sale back to the Department.
The User Fee Ordinance was also revised to simplify user fee rate calculation methodology.
