Minutes, Cultural and Historical Resources Technical Advisory Team
February 14, 2000

The Cultural and Historical Resources Technical Advisory Team met in regular session in Conference Room A at the Pima County Public Works Center, 201 N. Stone Avenue, Tucson, Arizona on Monday, February 14, 2000 at 10:30 a.m. Those present and absent were listed as follows:

CALL TO ORDER

The meeting was called to order by Paul Fish at approximately 10:35 a.m.
Mr. Cushman introduced Ms. Marty McCune, Historic Program Administrator, City of Tucson, as the city's representative to the CH TAT. He explained that since the City has joined the county as a partner in the Sonoran Desert Conservation Plan, additional city personnel were being placed on the county committees and that Ms. McCune would represent the city's interests. Ms. McCune explained a little of her professional background to the Team and Dr. Fish welcomed her to the CH TAT.

Dr. Fish then introduced Mr. Lucas Primo, a graduate student in the Anthropology Department at the University of Arizona, and explained that Mr. Primo would be working on modeling prehistoric settlement patterning in the Tucson Basin and is now assisting Mr. Cushman and Ms. Mayro with their work through an independent study program.


OLD BUSINESS

2. APPROVAL OF MINUTES FROM JANUARY 12, 2000 MEETING

The draft Minutes of the seventh meeting of the CHTAT held on January 12th, 2000 was approved unanimously upon a motion made Jerry Kyle and seconded by Mary Farrell.

NEW BUSINESS

UPDATES
Dr. Fish explained that Dr, Grindell was absent because she was working to resolve data problems with AZSITE in order to tabulate data requested by Mr. Cushman.

Mr. Cushman gave an update to the Team on a revised subarea report outline; the first set of reports would be due in March. He discussed the possibility of including a general chronological outline for the region. Mr. Kyle said that the historical society is in the middle of preparing such a time line and that he would be happy to provide information.

Ms. Mayro noted that staff would present technical information on cultural resources and other elements of the plan to the public starting at the end of March. She noted that the presentation would be approximately 7 minutes in length per subject for each subarea to. She said handouts would be prepared for the meetings. Mr. Cushman explained that given the short time for each presentation, only a limited amount of information could be provided but that the conclusion will emphasize conservation. Ms. Mayro added that staff is attempting to do a damage assessment and to highlight where conservation efforts are currently being made.

Ms. Mayro then reported on the SDCP cultural resources contact for a regional synthesis. Statistical Research, Inc. has been contracted by Pima County through the county's on-call contact with SRI, to prepare a regional synthesis of data on cultural resources within Pima County with an emphasis on cultural landscapes. Staff will prepare parts of the final document so the effort will be split between SRI and county staff.

Jonathan Mabry asked when a draft would be ready and Ms. Mayro said that the final draft was due June 19th. She noted that SRI has just begun their work but that the results will be used to make recommendations about a preserve design and would be the basis of the Environmental Impact Statement (EIS). Notice of the EIS will be published in the Federal Register sometime in May or June.

Mr. Cushman added that the draft will be include in the Preliminary Multi-species Habitat Conservation Plan. The EIS will follow and he noted that presumably more research will be done to fill in the holes in our knowledge about cultural and historic resources.

Ms. Mayro said the EIS may be done by Rincon, the firm hired to prepare the MSHCP. She then mentioned the Cooperative Agreement, which has been drafted to facilitate participation of multiple agencies in the MSCHP. Dr. Fish asked who will participate, and Mr. Mayro suggested the surrounding local governments. Marty McCune observed that the City of Tucson has not decided to pursue its own Section 10 permit r whether to join Pima County its Section 10 permit application. Ms. Mayro noted that individual local governments may choose to go there own way but that they would be invited to join Pima County..

4. INFORMATION NEEDS

Mr. Cushman reiterated his request for assistance from the Team and asked specifically for information that he could use in preparing the subarea reports. Dr. Mabry gave Mr. Cushman a stack of reports and other documents for his use and Mr. Cushman thanked him. He asked Dr, Mabry if he could borrow a copy of Dr. Mabry's overview of the PaleoIndain and Archaic Period that Dr. Mabry prepared for the State Historic Preservation Office. Dr. Mabry agreed. Sue Wells then offered to send the Park Service's General Management Plan. Dr Mabry pointed out that Al Dart would be the best source of information about the Avra Valley and has information on the history of archaeology in southern Arizona.

Linda Mayro noted that the county will also be preparing "Fun facts" to inform the public about cultural resources. This would be organized chronologically and thematically. Luke Prima will help out. She added that these will be designed to follow the format developed by the Science TAT. Ms. Mayro put the team on notice that the county may be calling them for information that can be used for this purpose.

Dr. Mabry recommended that these fact sheets should be visually oriented with side bars pegged to maps.

Dr. Fish asked about the format to be used. Ms. Mayro said that we would use information already prepared for the Tucson Origins program developed by the City of Tucson. Dr. Fish offered illustrations for the Los Capas site.

Dr. Mabry asked about getting permission to use images. Ms. Mayro answered that yes the county would have to get permission where appropriate but then asked the team members to send what they can. The county needs to have them done by next summer.

Jerry Kyle noted that the Historical Society has received funding for a preservation video entitled, "Then and Now," which might be useful. Ms. McCune noted that the film was originally prepared as a fund raising tool for the recently approved Rio Nuevo project.

5. RESULTS OF THE SUBCOMMITTEE MEETING

Mr. Cushman then presented the results of the Subcommittee formed at the January 12th meeting, to address the temporal/functional categories to be used in the presentation of archaeological site data. The meeting resulted in changes to the listing of functional and temporal categories and Mr. Cushman went over these using a handout of the revised list. The subcommittee recommended dropping "historic pueblo" for the temporal listing since no Puebloan sites have been identified in southern Arizona for the historic period. The subcommittee also recommended moving some of the site types in the functional listing to different categories to improve accuracy. Ms. Mayro noted that a "unknown" category was needed under the temporal listing and that was added. Dr. Mabry asked if Historic Piman would be better than Historic O'odham as a descriptive category, but Mr. Cushman reminded him that this the Historic O'odham category was recommended by Peter Steere of the Tohono O'odham Nation. Dr. Mabry asked if a "Sobaipuri" category should be included.

This then lead to a general discussion of the proto-historic period describing that time between the end of the Hohokam around A.D. 1450 and the beginning of the Spanish Presence in the Southwest starting with Coronado's Entrada to the Rio Grande in A.D. 1540. Dr. Fish advised that a protohistoric period be added to the temporal list. Ms. Mayro asked if AZSITE will support such a designation. Mr. Wallace mentioned that yes it would. He recommended a data range of A.D. 1500 to 1700. Linda Mayro argued that the Piman revolt of 1751 was a better end time to the period. It was decided that A.D. 1540 would be a better starting date than A.D.

Mr. Kyle made a motion to accept the Subcommittee's recommendations with the additional changes made at this meeting. Dr. Fish seconded, and the motion was approved by unanimous consent.

Mr. Cushman then reminded the Team that the minutes of the Subcommittee needed to be approved as well. Mr. Wallace pointed out one minor change that was needed. With that changes, Dr. Fish made a motion to accept the draft Subcommittee minutes, which was seconded by Jerry Kyle and approved by unanimous consent.

6. NEXT MEETING

Paul Fish reported that S.E. Ver der Leeuw from the European Commission would like to hear about the SDCP and is available to meet with the Tam. H recommended that we invite him to the Teams' next meeting on March 6th.

Ms. Mayro suggested that all technical teams get together for a joint meeting that could include Dr. Van der Leeuw . She said she would try to arrange it for the 6th. It was decided to hold the next meeting on Monday, March 6th, at the Pima County Public Works Center, unless a change of venue was needed to accommodate Dr. Van der Leeuw.

As there was no further business to come before the Cultural and Historic Resources Technical Advisory Team, the meeting was adjourned at 12:30 p.m.
