Mission:

CAA combats poverty and provides a safety net of basic services for low-income individuals and families in Pima County. Connects immediate assistance with case management and additional resources to promote self-sufficiency and economic independence.

 

Goals:

The Community Action Agency’s goals are:

  • To improve the standard of living and mitigate the effects of poverty
  • Provide a safety net that prevents homelessness
  • To assist people and communities of Pima County, especially those with lower incomes, to become economically self-sufficient

About the Community Action Agency:

The Community Action Agency (CAA) has a proud history of delivering services to low-income families and single adults for the last twenty years. Its main source of funds comes from the Community Services Block Grant, along with a variety of other federal, state and local funding. In 1981, the Pima County Board of Supervisors designated the Community Action Agency as its emergency services agency.

 
 
The Pima County CAA has three core functions:
      • Operating and administering one-time only emergency assistance programs that provides a series of safety-net services
      • Administering the Community Services Block Grant (CSBG) funds by contracting with community non-profit and rural community services agencies, through an RFP process, to provide services
      • Administering a variety of Federal, State, and local funding resources to provide emergency assistance to low-income populations within Pima County through the
        Emergency Services Network (ESN).
    CAA will strive to deliver services in a respectful, timely, compassionate manner and will strive to provide its low-income members with the right mix of assistance, encouragement, and incentives to become self-sufficient.
 

Community Services Block Grant (CSBG):

The Pima County Community Action Agency is responsible for the administration of CSBG funds. This grant is intended to provide a range of services and activities that have a major impact on areas of the community where poverty is a concern. The CSBG programs are comprised of a network of government and private sector agencies that assist low-income individuals. Its basic funding is provided through the federal CSBG and supplemented by state and private sector contributions.

Emergency Services Network (ESN):

The Emergency Services Network is a network of contracted community nonprofit and rural community service agencies, funded through Pima County Action Agency, to provide case management and crisis assistance to adults, families, and individuals living at or below the poverty level. The ESN consists of nigh agencies that use the network as a case management tool for the delivery of services, such as rent/mortgage/deposit assistance, utility assistance, and other special needs.

CAA Advisory Board:

Public/private partnerships are central to the Community Services Block Grant program network and this focus is reinforced by the statutory requirement that CSBG-funded agencies, known as Community Action Agencies (CAAs), be governed by a board of directors.
