Homeless Prevention and Rapid Re-Housing Program (HPRP) Grant

Introduction
On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which includes $1.5 billion for a Homelessness Prevention Fund. Funding for this program, called the Homelessness Prevention and Rapid Re-Housing Program (HPRP), is being distributed based on the formula used for the Emergency Shelter Grants program. Pima County is expected to receive a HPRP allocation of $1,063,430.
The main purpose of the grant is to provide homelessness prevention assistance to
households who would otherwise be homeless
due to the economic crisis. The program also seeks to rapidly re-house persons who are homeless and households who are most in need and likely to achieve stable housing after the program concludes.
Requirements
Each HPRP grantee receiving an allocation of HPRP funds must submit a request for proposal (RFP) by April 16, 2009 describing the intended use of funds.
There will be a 12 day public comment period for the application which will start on April 29, 2009. The consolidated plan on how Pima County intends to use the funds will be due on May 19th, 2009.

HPRP Substantial Amendment
Homeless Prevention and Rapid Re-Housing Program (HPRP) Grant Criteria
Homeless individuals and families, and individuals and families at risk of becoming homeless, must meet the following three criteria in order to receive HPRP financial assistance or services:
1) - Household must be at or below 50 percent of Area Median Income (AMI),
2) - No appropriate subsequent housing options have been identified,
3) - The household lacks the financial resources and support networks needed to obtain immediate housing or remain in its existing housing.
Any individual or family receiving rental assistance must have at least an initial consultation with a case manager to determine need.
Eligible Uses
Pima County has allocated four eligible uses that include, financial assistance,
housing relocation and stabilization,
data collection and evaluation, and
administration (5%).
Potential specific uses of HPRP funds include:
Short term rental assistance (3 months).
Medium term rental assistance (18 months).
Security/utility deposits, utility payments, moving costs, hotel/motel vouchers.
Housing relocation and stabilization services:
includes case management,
housing search and placement,
legal services,
credit repair.
Case management required (3 month intervals).
Allocation of Funds
County preperations are currently being made for a plan on how to spend the grant money from HPRP. The HPRP program will begin on Sep 1st, 2009. 60 percent of funding must be spent in first two (2) years. 100 percent in three (3) years. Unlike ESG, CDBG, SHP, and Home grants, HPRP is not a permanent or renewable grant.
