Ray Carroll Biography

Ray Carroll grew up in Chicago and graduated with honors from Regis University in Denver in 1984, as listed in Who’s Who in American Universities. Soon after graduation, Ray moved to Tucson. From his earliest days in Tucson, Ray has been an active member of the community. Prior to his service on the Board of Supervisors, Ray was Foundation manager of Casa de los Ninos and Chairman of the City of Tucson Housing Board. Ray has also had a successful career in industrial sales.

Ray and his wife Ann have three children, Maria, Shane and Carlos. Ann and Ray operate the Mills Touche’ clothing store in the Crossroads-Festival shopping center. Mills-Touche’ is one of the last independent purveyors of fine clothing in Arizona and has been part of Tucson for over forty-five years.

In the year 2000, Ray was an International Republican Institute (IRI) delegate observing Mexico’s federal election in the State of Guanajuato. In 2000 and 2004 Ray and Ann attended the RNC as guests of the Arizona Republican Delegation.

Originally appointed to the Board of Supervisors in 1997, Ray was elected to the position in 1998 and was unchallenged in 2000 and 2004. In May of 2007 Supervisor Carroll was awarded the Outstanding Achievement award by the U.S. Environmental Protection Agency (EPA) for his environmental leadership in Pima County. In the Fall of 2007, Supervisor Carroll was awarded the first-ever “Hero of the Taxpayer” award from the Arizona Federation of Taxpayers for his diligent work on behalf of the taxpayers of Pima County. In May of 2008, the Sky Island Alliance awarded Ray Carroll its Public Service Award for his steadfast opposition to the proposed Rosemont Mine.

During his eleven years as a County Supervisor Ray Carroll has been a leading voice in the community for low taxes, government accountability and environmental protection.
