I.                    Welcome & Call to Order

Without the presence of a quorum, acting-Chair, Commissioner Jon Miles, called the meeting to order sitting as a sub-committee.

 

II.               Approval of Minutes from April 16, 2007 

           

No action due to the lack of a quorum.

 

III.                Call to the audience

 

Michael McDonald from Habitat for Humanity addressed the Commission about changes to their proposal for Corazon del Pueblo, an item that was on the agenda for discussion and possible action under Staff Report.

 

Commissioner Thomson requested that rather than prolong the project until the following month, establish a quorum by telephone, and vote on the Habitat for Humanity proposal.

 

A quorum was established by Commissioner Escobedo participating by telephone. 

 

The sub-committee that reviewed the proposal lead the discussion on the Habitat for Humanity Corazon Del Pueblo proposal amendment and recommended to the Commission that they approve the request to increase the number of homes from 20 to 40, and increasing the amount of bond funds from $400,000.00 to $748,160.00. 

 

Motion made by Ed Taczanowsky to approve Habitat for Humanity’s Corazon del Pueblo project.

            Motion seconded by Frank Thomson. Motion carries unanimously.

 

IV.                Adjournment

 

Motion made by Ed Taczanowsky to adjourn regular meeting, and continue to meet as the Affordable Housing Bond Subcommittee.

V.                  Staff Report

 

Commissioner Taczanowsky requested that there still be a staff report to update the Commission on the bond projects.

 

Pima County staff Marcos Ysmael passed out a handout with updated bond project information. He stated that all of the delayed projects have been making progress, and that the City of Tucson is planning to submit a proposal regarding the changes in the Martin Luther King project possibly in time for the next meeting.

 

 

VI.                Meeting as the Affordable Housing Bond Subcommittee

 

T. VanHook, director of community development in the town of Marana, presented a proposal on behalf of the Town of Marana.  She stated that the Town of Marana is requesting $2,000,000 to offer “a wide variety of housing programs balanced to preserve existing housing stock, meet the changing needs of current and future residents, promote economic growth, and enhance the character of the community.”

 

The bond subcommittee expressed concern over the inclusion of neighborhood reinvestment projects presented in the proposal within the affordable housing bond funds. T. VanHook stated that they had originally requested $750,000 for neighborhood reinvestment, and $1,250,000 for affordable housing, but were told to combine them into one request. The subcommittee recommended that Ms. Van Hook revise her request and determine the amounts needed specifically for housing projects.

 

Pima County staff Gary Bachman presented Pima County’s proposal for bonds to the subcommittee. He stated that Pima County staff was requesting $30,000,000 in bond funds for the development of affordable housing. He also stated that they were requesting another million for a one-stop homeownership center that would be accessible to the community and offer a variety of services.

 

The subcommittee expressed support for the General Obligation Bonds for Affordable Housing and commented that it not only increases affordable housing units, but also increases the tax base and other economic development in Pima County.
