Ron Koenig from the City of Tucson delivered a brief presentation on of
how the City and the County work together in a variety of ways on housing
programs.

County Housing Trust Fund Update

Villegas gave an update on the Pima County Housing
Trust Fund, which included a brief history and housing strategies.

Housing Trust Fund.

Next Steps
Ed Taczanowsky stated that it might not be the right time to start planning a joint subcommittee as the City still had to finish the budgetary process. He suggested maybe having another joint meeting after the process was finished, and suggested having a monthly update as to what is going on with the City.
Tom Doucette asked about information
regarding the status of the General Obligation Bonds. He asked what the
predominant from of funding was for the GO Bonds and Betty Villegas stated that
the funds are used for infrastructure in the public right of way.
Emily Nottingham inquired about when
there are funds in the Housing Trust Funds, if there will be funding for other
non-infrastructure projects. Ed Taczanowsky stated that there would be money
for counseling and down payment assistance, and Betty Villegas added that there
would also be 10% for rehab and that a developer could request that 25% of the
money generated from the development be set aside for use in that development.
Andrew Gunning asked about how the
commission decided what the fee structure would be. Ed Taczanowsky commented
that there was quite a bit of discussion between the parties involved prior to coming
to an agreement.
Further discussion
on how the contribution fee process would be implemented.

Call to the Audience
Hank Atha mentioned that there was
information about the Bond Election scheduled for May 16, 2006 available.
Betty Villegas commented that HUD
allocated a technical assistance grant for the Housing Trust Fund, and there is
a consultant that is ready and willing to give a presentation to both
commissions.
Emily Nottingham suggested having
another meeting in the early fall to update on the budget process. Ed
Taczanowsky suggested meeting in August.
Frank Moreno thanked the
Metropolitan Housing Commission for requesting the joint meeting.
