NEIGHBORHOOD REINVESTMENT OVERSIGHT COMMITTEE (NROC)

CALL TO ORDER by NROC Chair Al Skorupski at 8:30am.

 

ROLL CALL

All members present. 

 

APPROVAL OF MINUTES FOR January 25, 2008, MEETING

Mr. Lundin moved to approve the minutes from January 25, 2008.  Mr. Coudray seconded. Motion passed unanimously.

 

PROGRAM MANAGER’S REPORT

Ms. Nixon advised the Committee of the following:

·        Review of Agenda

·        Review of New Project Status Report

·        Announcements:

-Four project recommendations made by NROC at the January 25, 2008, meeting were approved on February 5th by the Board of Supervisors. 

 

-Kino Weed and Seed Coalition and Pueblo Gardens Supplemental funding were approved on February 12th  by the Board of Supervisors.

 

-Mr. Bernal announced that the Ajo Skate Park would be completed in late March, and no date has been selected for the dedication. Mr. Bernal also announced that the Flowing Wells dedication and the Marana Vista dedication would be scheduled in March.

 

-Ms. Aldecoa announced that the sidewalks in the A Mountain Neighborhood would be completed soon and she would be provide photographs at a future Committee meeting.

 

-Mr. Juarez announced that the sidewalks in the Feldman Neighborhood had been completed and a dedication date would be scheduled.  He also announced that the Midvale Park lighting, has been completed and a small dedication will be held for that phase.  Phase II of the lighting project is expected to begin in July, with a completion date of September 2008.

 

ROUND XVII NEIGHBORHOOD REINVESTMENT PROPOSAL

(SITE VISIT SUBCOMMITTEE REPORT, DISCUSSION, ACTION)

 

·        HEDRICK ACRES NEIGHBORHOOD ASSOCIATION

Mr. Coudray reported on the site visit and stated that this was a worthwhile project with a small funding request.  Ms. Knox, who also attended the site visit, agreed with Mr. Coudray that the project is worthy. She said the neighborhood was a high stress community.

 

Mr. Coudray moved to recommend the project to the Board of Supervisors for the full funding requested.  Ms. Knox seconded.

Motion was approved unanimously.

 

ROUND XVIII NEIGHBORHOOD REINVESTMENT PROPOSAL PRESENTATION

(PRESENTATION, SITE VISIT SUBCOMMITTEE APPOINTMENT)

 

·        EL CORTEZ NEIGHBHORHOOD ASSOCIATION

Ms. Aldecoa stated that El Cortez Neighborhood is requesting $101,000 for two shade structures and swing and picnic area shade covers for the Northwest Center in Mansfield Park.  Ms. Tori Stypula, president of the neighborhood association, made a presentation to the Committee and explained how the improvements would enhance their neighborhood.

 

Mr. Coudray commented on the cost estimates for this project.  Ms. Nixon informed the Committee that the City of Tucson and Pima County had agreed regarding future 2004 projects that the City of Tucson would absorb all project administrative and permit costs.  Pima County Neighborhood Reinvestment funds would pay for construction costs including reasonable engineering and design costs.

 

Ms. Knox discussed her concern that neighborhoods would opt out of coalitions in order to obtain maximum NR funding for their local projects.  The Committee discussed the issue and recommended that future bond guidelines be written to allow coalitions to seek more NR funding than individual neighborhoods..

 

Ms. Lopez and Mr. Lundin were assigned to the site visit.  Ms. Aldecoa will schedule the site visit.

 

 

COST ESTIMATE SUBCOMMITTEE REPORT

Mr. Coudray gave a report on how cost estimates could be more detailed and recommended that NR have a standard cost estimate form and a sheet breaking down details of costs.  Chair Skorupski addressed the legality of requesting new applicants to comply with requirements not binding on previous applicants.  Ms. Kish addressed the Committee and recommended that she confer with directors of Pima County departments to determine if they utilize a standard cost estimate form.  Mr. Lundin agreed with Ms. Kish and remarked that maybe a fully detailed cost estimate might not be necessary at the NROC level, since an accounting process already exists that takes place once construction of projects begin.  The Committee agreed that Ms. Kish and Ms. Nixon consult with the departments and report back to the Committee at the next meeting.

 

PREVIEW OF BOND ADVISORY PRESENTATION

Ms. Nixon and staff presented the power point presentation prepared for the Pima County Bond Advisory Committee meeting on March 28.  The Committee offered revisions and additions.

Mr. Coudray moved to adjourn, and Mr. Lundin seconded. Motion was approved unanimously. Meeting adjourned by Chair Al Skorupski at 10:10 am.
