APPROVAL OF MINUTES
FOR April 25, 2008, MEETING
Mr. Coudray moved to approve the minutes from April 25, 2008. Ms. Knox seconded. Motion passed unanimously.
PROGRAM MANAGER’S
REPORT
Ms. Nixon advised the Committee of the following:
· Review of Agenda
· Review of Project Status Report
Ms. Nixon announced that El Cortez project was approved.
· Announcements:
-Ms. Nixon reported that the Bond Committee voted on recommending that the bond election take place in November 2009.
-Ms. Nixon addressed the Committee regarding changing the next NROC meeting from June 27 to June 20th. The Committee agreed to change the next meeting to Friday, June 20, 2008.
-Mr. Juarez announced to the Committee that the Feldman’s celebration took place last week and there was a great turn out by the community.
-Ms. Aldecoa announced that the Highland Vista project was almost completed.
-Ms. Nixon announced a potential field trip in the fall being put together to visit all the NR completed projects.
-Ms. Nixon reviewed the expenditure report and informed the Committee that any monies left over would be put back in the 2004 funding pot.
ROUND XIX NEIGHBORHOOD
REINVESTMENT PROPOSALS
(Report on Site Visit
Subcommittee, Discussion, Action)
Ms. Knox reported on the site visit commenting that it was a small neighborhood. Ms. Knox wanted more information regarding their census process and agreed that this was an unusual project. Mr. Coudray reported on his site visit and commented that he saw a lot of problems with this project. Mr. Coudray addressed the neighborhood boundary lines and the amount of money per resident. Mr. Longoria addressed and clarified Mr. Coudray’s question regarding the neighborhood’s boundary lines that the City of Tucson makes those boundary decisions. Ms. Nixon addressed the unidentified stress factors this neighborhood had and clarified that the bond ordinance did not specify on the size the neighborhoods must be to be request NR funding. A member of the neighborhood addressed the Committee and explained the consensus process.
Mr. Lundin moved to recommend the project to the Board of Supervisors as is. Ms. Knox seconded. Motion passed 4 to 1.
Ms. Lopez reported on her site visit and commented that the neighborhood was in need of lighting for safety reasons. Ms. Lopez did the site visit in the evening. Ms. Lopez also commented on the unrecognized stress factors this neighborhood faces and believed this was a good project. Chair Skorupski reported on his site visit and also commented on the lighting need of the neighborhood and said he was impressed with the number of people and families walking around the neighborhood. Mr. Coudray questioned the “consultant design” fees and Ms. Nixon clarified that the County Administrator agreed that that fee can be paid as long as it was a reasonable fee.
Ms. Lopez made a moved to recommend the project to the Board of Supervisors. Mr. Lundin seconded. Motion was approved unanimously.
Ms. Lopez reported on her site visit and commented on the frustration of the neighborhood regarding the cut through traffic through the neighborhood streets due to the freeway and Rio Nuevo construction. Ms. Lopez stated she believed this was a good proposal. Chair Skorupski reported on his site visit and agreed with Ms. Lopez comments and believed this neighborhood should be more livable. Mr. Coudray commented on the site designers.
Ms. Lopez moved to recommend the project to the Board of Supervisors. Mr. Coudray seconded. Motion passed unanimously.
ROUND XX NEIGHBORHOOD
REINVESTMENT PROPOSALS
(Proposal
Presentation, Appointment of Site Visit Subcommittee)
Mr. Bernal reviewed the proposal, which requests $383,000 for a BMX Skate Park and safety cameras. Presentation of the proposal was made by Greg Mattison and Tom Allen from Citizens of Picture Rocks. Mr. Coudray had some questions Parks and Recreation.
All members of the Committee will be conducting the site visit.
COMMITTEE FEEDBACK
Mr. Coudray commented on the Committee’s roles and responsibilities.
Ms. Knox informed the Committee about the Metropolitan Pima Alliance program and awards and suggested that the Committee recommend and submit the application for some NR projects.

Ms. Knox moved to adjourn, and Mr. Coudray seconded. Motion was approved unanimously. Meeting adjourned by Chair Al Skorupski at 9:50 am.
