Faith Based and Community Initiatives

PROGRAM OVERVIEW
On January 29, 2001, President George W. Bush issued
Executive Order 13198, creating Centers for Faith-Based & Community
Initiatives in five cabinet departments-Health and Human Services
(HHS), Housing
and
Urban Development
(HUD), Education (ED), Labor (DOL), and Justice (DOJ). The
Executive Order charged each Center to conduct:
“a department-wide
audit to identify all existing barriers to the participation
of faith-based and other community organizations in the delivery
of social services by the department, including but not limited to regulations,
rules, orders, procurement, and other internal policies and practices,
and
outreach activities that either facially discriminate against or
otherwise discourage or disadvantage the participation of faith-based
and other community
organizations
in Federal programs.”
Faith Based Initiatives
Pima County’s Faith Based Initiatives
grew out of a personal, long-standing interaction with faith-based
community by County Supervisor
Dan W. Eckstrom.
On September 7, 2003, the Pima County Board of Supervisors,
unanimously, voted to create the post of faith-based coordinator,
making Pima County
the first county (and currently the only county) in the
nation to have a faith-based coordinator.
The program goals are:
1.) Promote the role of faith-based and communityorganizations in serving the needs of people
2.) Encourage faith-based organizations to apply for federal funding
Pima
County’s Faith-based programs seek to encourage collaborations
between faith-based organizations and community organizations.
This collaborative effort is implemented through conferences, workshops,
and the formulation
of formal community collaborations which meet regularly.
The areas
of focus for these collaborations are:
Fundraising
Grants writing
Capacity building
Leadership training
Development of volunteers
Team building
KIOSK Program
Computer labs, linked to the One-Stop Systems, are placed
in faith-based organizations to assist community
residents with
employment opportunities.
Pima County’s Faith Based Initiative has partnered
with the DOL One-Stop and theDesert Waste Not Warehouse,
which provides refurbished
computers
for the labs. Desert Waste Not Warehouse, a non-profit
recycling organization, is also licensed by the Arizona
State Board for Private Postsecondary
Education to provide basic training in computer software
and hardware.
Community Outreach and Information
The goal of Community Outreach
and Information is to empower the community by providing assistance
and
workshops that
help the community
come
together to effect change in their neighborhood
and to improve their personal quality
of life. Staff meets with residents and works
with them to improve their financial literacy, encourage
their
sense of
community
and develop their
leadership skills.
