Creating the Workforce for the 21st Century!

Pima County ONESTOP is a system of organizations that provide career development services for youth and adults and support to employers in recruiting, staffing and training a viable workforce. The ONESTOP conducts special outreach to low-income, dislocated worker and high-school dropout populations. While services are coordinated centrally, they are delivered through a network of more than 50 organizations ranging from community-based non-profits to governmental agencies to private technical schools.

Program Goals and Objectives:

Workforce Development ONESTOP Career System

ONESTOP Function
Reduces poverty and unemployment by helping low-income and other disadvantaged citizens to increase their earning power through improved skills. Supports a healthy business climate by assisting local employers to find and train qualified workers. Promotes economic development by assuring a skilled workforce. Targeted community impacts: increased incomes providing at least an 18% return on investment, increased tax base, increased employment at livable wages, reduced high school drop out rates, increased rates of educational attainment, prepared and stable workforce to support economic development, increased self sufficiency and reduced dependency on government services.

ONESTOP Goals and Objectives

The ONESTOP goals are:

Entry, retention or promotion in livable-wage jobs
Increased earnings
Increased skills measured by credentials, degrees, certifications and pre/post-program tests showing improved numeracy, literacy or use of technology
Increased stability, as measured by improved circumstances related to housing, child care, health care, safety and other basic issues
Youth return to/completion of high school or GED attainment
Youth entry into post-secondary education
Employer skill shortages addressed, especially in high-tech,
high-wage and high-demand occupations

Consolidation of resources at a central location, thereby enhancing services to both employers and job seekers

Funding Sources:

The ONESTOP system is funded with local Workforce Investment Act (WIA) funds administered by Pima County. The Pima County Local Workforce Investment Area includes the City of Tucson; however, the Indian Tribal Reservations are not covered.

The system delivers services provided by WIA Titles I, II, II, IV, and Unemployment Insurance. It also delivers Welfare to Work programs and other employment services. WIA funds are allocated by formula to the Pima County local area in separate funding streams for adults, dislocated workers and youth. State and Federal discretionary grants are pursued to help fund ONESTOP services also. Each ONESTOP Mandated Partner also contributes in-kind resources to the ONESTOP system. Finally, the ONESTOP receives significant support from County General Funds allocated by the Pima County Board of Supervisors.
