Current Projects - Flowing Wells

Flowing Wells, Arizona
This Community Development Target Area will be the Pima County Brownfields Program’s initial project utilizing EPA funds. Flowing Wells, Arizona is an urban, unincorporated community in Pima County covering approximately 3.1 square miles nestled between the Town of Marana to the northwest and the City of Tucson to the south. Within Flowing Wells exists some of the last remaining commercial and industrially zoned land available within the region. These land parcels and zoning designations present a wealth of employment and economic development opportunities; and the community, represented by the very active Flowing Wells Neighborhood Association and Community Coalition (FWNACC or Community Coalition) strongly supports retaining these existing zoning designations and redevelopment efforts. However, the physical landscape of Flowing Wells continues to suffer from a legacy of past industrial and commercial uses. These abutting parcels, some under common ownership, stretch along the area's western boundary and lay adjacent to both Interstate 10 and the Union Pacific Railway yet remain dormant, underutilized, and ignored by prospective developers due to perceived contamination.
The awarded EPA Community-Wide Brownfields Assessment for Hazardous Substances grant for Flowing Wells is seen as an excellent catalyst to take advantage of the numerous existing economic and community development opportunities within this community. Flowing Wells has one of the last vestiges of commercially-zoned and economically-viable properties in Pima County with approximately 861 acres of vacant or underutilized land potentially available. Additionally, supportive community groups and business leaders have attained nearly $19 million since 1991 for local improvements to make brownfields redevelopment more feasible. Furthermore, other grant leveraging opportunities exist within the area, including those resulting from Flowing Wells’ U. S. Department of Housing and Urban Development (HUD) designation as a Neighborhood Revitalization Strategy Area (NRSA). Finally, brownfields redevelopment is an integral part of a working, strategic, and comprehensive economic development plan that exists for Flowing Wells that was developed as part of the NRSA designation.
