Pima County Housing Trust Fund

 

About the Trust Fund:

In 1997 by approving the Neighborhood Reinvestment Bond, which included $5 million for investment in housing, voters established a Housing Trust Fund for Pima County. The Arizona Legislature provided specific authority in 2000 for counties to operate housing trust funds, patterned after the State of Arizona Trust Fund. The May 2004 Bond provided an additional $10 million for afforable housing. The primary purpose of the Trust Fund will be to assist Pima County’s low-income residents to purchase and improve housing.

Pima County Housing Commission:

On November 16, 2004 the Board of supervisors approved the establishment of an eleven member Pima County Housing Commission that would provide oversight for the Housing Trust Fund. Each member of the Pima County Board of Supervisors will appoint two members to the Housing Commission. The County Administrator appoints one additional member.

Trust Fund Funding:

The Board of Supervisors established a fee to be collected from a “rooftop fee” to contribute funds to the Trust Fund. The Housing Commission will make recommendations to the Board of Supervisors on the programs and projects that will be funded by the Trust Fund.

Trust Fund Usage:

Uses of the Trust Fund will include:

• Downpayment assistance for first time homebuyers thereby leveraging mortgage financing on favorable terms.

• Support for nonprofit collaborations.

• Leveraging resources from various federal, state, and private programs.

• Funding the preservation of existing affordable housing occupied by low-income residents.
