About ADDI:

The ADDI program area is a modified Empowerment Zone Map that incorporates the Youth Opportunity Map area and targets census tracks with lower median incomes in order to strengthen and preserve neighborhood stability by encouraging/increasing homeownership in Pima County.

The City of Tucson and Pima County have received an additional allocation of HOME funding from the Federal Government to assist qualified, low income, first-time homebuyers with downpayment assistance for the purchase of a single-family home. The amount of downpayment assistance a family can receive is based on where the home to be purchased is located.

Areas and Funding Possibilities:

ADDI Area up to $7,500 in downpayment assistance
ADDI Plus Area up to $20,000 in downpayment assistance, plus additional rehabilitation funding if the home meets certain criteria

ADDI Eligibility Requirements:

1. An applicant’s total household annual income must fall within the established HUD area median income limits of 80%.

2. Applicants must be a first time homebuyer, or have not owned a home in the past three years.

3. Buyers may not have liquid assets exceeding $10,000.00 to participate in the ADDI program.

4. Buyers must make a minimum of $1,000.00 contribution towards their home. These funds may be gifted, but not borrowed.
